You are not running the "syncevolution" command inside a shell which has
a valid D-Bus session (DBUS_SESSION_BUS_ADDRESS env variable set).
Admittedly a flaw in the instructions. Thanks for pointing it out.

As a workaround you can add "--daemon=no" to the --configure invocation.

Yes, definitely. Updating that HOWTO based on the improved
syncevo-http-server.py is on my todo list. It'll become a lot easier, I
promise ;-}
