You can create a branch when you will be ready to release. Until then, I don't see that as necessary.

Or move them to the next version.
3. as soon as there are no bugs on JIRA, release 1.0.0-incubating-RC1
4. wait some time (how long?) for discovering new bugs, then enter into
the fix / wait / release RC cycle
As soon as you will have released 1.0.0-i-RC1, you will enter in a f/w/r cycle. Note that as it's a RC, you won't be able to add new features, so you will have to start a new branch (1.1 or 2.0) for any new feature addition.
5. release 1.0.0-incubating
6. party :-)
The most important step, imho !
