A common scenario for changing attributes of suspended users would be as 
follows:
A new employee is announced for next month. A system administrator creates a 
new account for this new employee but keeps it suspended until the new (future) 
employee starts his new job. If any attributes (spelling issues, role 
assignments, ...) need to be changed before this user is activated, this would 
match this previously described usecase. And for me, this sounds like a rather 
common usecase. And yes, you might be right, that the default workflow needs to 
be changed for a production environment, but for people new to Syncope and just 
playing around with it, could be quite irritated why they get error messages 
when trying to change attributes of inactive users. Providing a default 
workflow capable of handling this, would prevent these kind of irritations.
