We aren't trying to be censors. There is no cut off on frequency, it is more of a feel for is the site periodically updated. Some feeds by their nature are very periodic. What they are trying to avoid is essentially test feeds and feeds that never really get going to my understanding.
I do wonder if you dropped feeds with no post in the past 6 months off of the to be reviewed feeds how that might affect the numbers? I would much rather be working on sites with six months of history and current feeds. That is really what it seems should be the primary target.
