The "last changed" date doesn't mean a lot because I've seen that date be much more recent than the actual content, perhaps because of a change in a file date on the server or something. However, if you go to the link for the latest item in this feed (199404), the document that item is about seems to be dated October 2004.
Anyway, I would probably approve it simply because it is returning valid data.
