I could be talking out of my hat here, but, AFAIK, most syndication tools
are dynamic in that they are some form of script that fetches the content of
a feed, formats it, and then displays it on a web page.  
Because the remote feed is that, remote, and therefore not part of the site
intending to display the content, the process is therefore dynamic for that
reason...

But in saying that, I use feed2js extensively and it meets all of my needs.
Feed2js does all that you need, apart from the call to a js which displays
the content on the calling web page.
But... in saying that, I can think of a way round it, using a slightly
modified version of Feed2js.
 
Feed2JS is installed on my 'test/personal' webserver, and feel free to use
it if you need to.  (Same goes for any other reader here.  There is a small
link at the bottom of each dispay, but if you want to remove that, send me a
mail off list and I'll let you know the link to use without the link).

At the moment, the process is, a visitor comes to my page, Feed2JS calls up
the Magpie RSS tool which is the module responsilbe for fetching and caching
of the remote feed content.
The javascript then formats the output and writes the HTML out -
dynamically.....
This means that your page displaying this content is dynamic (or at least
has dynamically generated content).

This gives us a clue to a way round it.  Since the search engines cannot
read (or do not follow the java code), you have no real option other than to
have this part of the content static.
i.e. your web page contains the content statically (in html)...
 
But in order to get the benefit of your page including dynamic content, you
have to have a method of 'dynaically' generating this content...
 
So how about you have a 'cron' job that periodically calls a webpage /
script that calls a modified Feed2JS call.  This generates the HTML and
either writes it into a seperate text/html files which are then included at
the relevent section in your static page.... Or, you call a script that uses
the modified Feed2JS and rebuils your static web page.  You would say set
this to run at 30min/60min or such intervals.
 
Basically, you need to make you web page content STATIC, but have it updated
at regular intervals to give the appearance of a dynamically generated page.
>From a quick look at Feed2JS, I think it could be modified to wite out to a
file quite easily... whether that be a re-write of the page, or the
generation of seperate 'feed files' that are included in your page, I don't
know.  
 
Hope that makes sense... after all of this, there probably is a tool out
there that does the above. I've never had call to use or look for one (until
you got me thinking), and since no one sent a reply yet, it got me
thinking...

I'm looking for a small utility that will let me put some rss news info 
on my website so that I have fresh content daily. This is as much for 
the search engines as it is for my readers so the utility cannot be in 
javascript since the search engines don't read this. Any ideas on what
