Summary: Stationary tangent point, mobile vertex

Initial Comment:
Currently, when moving a shape's tangent point with linked tangents, both
tangent points move, while the vertex remains stationary.

It would be nice to have the option to move one tangent point, while the other
remains stationary, and the vertex follows their respective center.

In other words, instead of the vertex being the center of rotation and scale,
the opposite tangent point becomes the center of rotation and scale. Then
dragging the tangent point around becomes like dragging the edge point of a
line segment.

It would really help with smooth object where the tangents are more important
than the interpolation point.
