Hi!
Since the other email there have been three candidate releases and many
bugs fixed and feature additions. There are some pending known issues
regarding to Cairo implementation basically that are being postponed to
0.64.1. I think that they take some time to implement/fix but aren't so
important to make the release to wait.
This is the list of pending postponed to 0.64.1:

So, the idea is to do the final candidate release right now in order to
wait for last time non discovered nasty bugs that aren't known. Meanwhile I
would update the splash screen, update the copyrights and readme files and
prepare for the final release. It would be (eventually) in a few days.
Stay tuned on the forums and social networks because I'll announce the
final candidate very soon.
***From now on, the code is frozen and only translations and the splash
screen is allowed to be incorporated to master branch.***
***If you're working on a feature, please prepare it for 0.64.1***
