Ah, I see what you mean. Any arguments to the OBP 'boot' command are not arguments to the command itself, but are passed on to the aforementioned boot block that the 'boot' command (hopefully!) finds on the boot-device. So it's the ZFS boot block in this case that get and process the -Z, not the OBP itself.
