Not on Solaris or most other forms of *nix.   I do remember Apollo
Domain/OS having the unusual feature of allowing it, but it also had
system calls in it's native API to kill processes even with that.

Right, the signal may be deferred until a system call returns, which
can be quite a long time if it's stuck waiting for a NFS server that's
not responding.
