Sorry to have been short with you earlier. IETF's are stressful times
for me, everyone wants to talk to me on a moments notice!
Normally you would need to send me a brief write up, however I don't
need one in this case. I also believe there was sufficient interest
expressed for the formation of a working group in this area.
The next step is to develop a charter, you are pretty much along on
this. I will take what you sent me earlier today and comment on it.
After a few iterations, when I believe it is ready, I will forward it
to the IESG and IAB for approval. This whole process should not take
long and you should certainly have a working group at Adelaide
presuming no unexpected resistance from another IAB or IESG member.
