FYI -
All drafts from the BOF and this discussion list should be submitted as
Internet Drafts (ID) in the "independent submissions" category - not
associated with a WG. The title is usually in the form
draft-<author>-<subject acronym>-<ver>.txt
but the author can suggest a title in a different form, although the
editor may rename it, in which case it must be corrected in the ID text
in an update. The ID must be provided in ASCII text in a form fairly
close to the RFC2223 standard format; Postscript can also be provided.

Yes, they should be submitted under the individual's names. Once the
working group is formed they can be grouped with it.
