Actually, it looks like they might have done (as they often do)
a bit extra in looking for something from the I-D to use as an
abstract.  If memory serves more correctly, the current standard
I-D format calls for an explicit "Abstract" section...it generally
appears right after the opening "Status of this Memo" section.  That
text is used as the Abstract in the announcements.
