Agreed. Sounds to me like we're on the right track.

Well, syslog-reliable supports transmission encryption. You could do
file-based encryption in the receiver without requiring a syslog-specific
standard for that, just as you don't need a syslog-specific standard for
file permission control of syslog records. I don't seen any reason to
conflate those two.
