The CertBlock contains a index into the payload (size: 1-8)
The RFC doesn't mention the possible value's. In short, does in start
counting at 0, or at 1?
Otherwise said, should the smallest value (as an int) be 1 or
zero. This startvalue is used literaily in the first send certblock.
I think it should be "0"; as that is used for most counters in
syslog. But we have to specify it.
The same applies to "3.7 First Message Number" It also start counting
at 0, I think.
(But this one is less important, even counting at 1 will
not break things)
