The domain is ecn.ab.ca, which is the Edmonton Community Network.
It is entirely possible that they provide "shell" access.  This is
to say, you are dropped at a Unix shell without using telnet or
ssh.

Other than that, some people are going to provide telnet regardless
of the security risk.  First of all, it is the best option for
public systems (eg. library catalogues).  Second, a lot of old
computers can access telnet but cannot access ssh.  This is because
ssh is too CPU intensive.  At least it is in the implementations
I've run into.

And finally, a lot of people are exploring more creative access
routes.  There was some mention of using Cisco routers to access
other systems, via its service port!  There are also a glut of
specialised devices which run Linux, and old 486 laptops which can.
Any of those devices, properly configured, would be a small and
energy efficient gateway to the internet.  And Unix is a lot easier
to manage once you get rid of the GUI.  (The big problem with
configuring and maintaining Linux are dependencies.  Dependencies
are worse when you get to GUI applications.)

So there will be plenty of ways to get around the ssh problem.  You
need only be creative!
