Those are some good questions.  First let me stress, I'm still getting
back up to speed on mac development so it will be a bit before I
produce anything usable.  Ok, my usual disclaimer is done now :-)

Here are my responses to your questions:

1.) For the actual network transport, I am using macTCP, so this will
work regardless of whether you are connected via PPP, Ethertalk, etc. 
So long as you have an IP address, this will work.  As for gui and
capable of all graphics, we'll have to see about that.  Probably not
at first, but I'll try to make it open  ended enough to add support
for other inline graphics as it goes forward.

2.)  I am developing this software on and for a mac classic & a mac
plus, so yes, it will be old software supported.  I'm doing all
graphics as dithered graphics as I have no color macs to test on. 
Eventually I may add color support, but for now, this will be a b&w
app.  The frustration you express is really what set me off on this
task to begin with.  i want a web browser for system 6 that will run
on my classic and on my plus within 4MB of RAM.

I have started some of the more intensive tasks in assembly so they
will be pretty quick.  I'm good at operating within tight memory and
processor constraints as I have experience in embedded technologies
and in robotics.  Compared to some systems I've worked on, the
macintosh is sinfully resourceful, still web browsers are very complex
pieces of software so I will have to make ever CPU cycle and byte
count!

Oh, one other thing to clarify.  You mentioned "being a customer" to
"support the venture,"  I haven't said this before, but the code that
I am writing is for hobby purposes for me so I will be releasing these
programs under the GPL for free.  It's all for fun after all!

All that being said, the web browser is a bit in the future.  I'm
setting my sites on simple network apps for the moment to get used to
it.  (the word "apps" being liberally applied.  I'm just now sending
packets in macTCP).  I'm working up to the web browsing.  I do have
some assembly that dithers and display gifs on b&w screens, and I've
got some network bits.  Those are the macish challenges.  The rest is
just normal parsing and such.

Anyway, I hope that helps clarify my intentions.  I'm looking forward
to having the software too!
