AFAIK, Tom has had plenty discussions with Marcel and Daniel on the connman side. I actually made sure Tom met Daniel in Edinburgh a couple weeks ago for this reason! So I don't think you need to worry too much about conman vs. systemd-networkd rather think of it as a rather collaborative effort in general. Quite where all the code and shared bits live in the end I don't know but I think this process is going about things "in the right way" to come to a good end-solution.
