/usr: --vendor? --static? --data?
/etc: --local? --conf?
/run: --runtime (this already exists for some other subcommands)

Anything involving system or user would be inappropriate and confusing:
the distinction between system (pid 1) and user (systemd --user) is
orthogonal to the distinction between OS packages (/usr), local sysadmin
configuration (/etc) and transient runtime changes (/run).
