Whoever told you that you can roam on the AT&T
Wireless network didn't have all the facts.  You can
only roam on the ATTWS network *if* there is a roaming
agreement in place.  T-Mobile will most likely *not*
have a roaming agreement where they have service. 
Weak service is generally not a reason to be able to
use another network.

If you can only see the T-Mobile network then it's
apparent that AT&T Wireless either doesn't have a
strong enough signal or it's not available in your
area.  You could not use it though even if you could
see it if T-Mobile is there.
