This is unusual, but you may be right that RR does not offer authenticated SMTP when using an IP other than theirs. Can anyone else confirm this? I looked at their help pages and it indicates "Off-network SMTP Server: Check with your alternate ISP for their SMTP Server name." This day in age, with everyone using HotSpots and connecting via multiple methods, I'm a little shocked that they wouldn't offer an option to use their SMTP unless you're physically connected to their service. I have that option with Comcast and previously had it with BellSouth and EarthLink. Even MindSpring offered it years ago.
