Most ISPs don't allow this to prevent spam. However many will allow 
auth SMTP or check POP3 first type SMTP service. The most common 
method is check first SMTP. If auth SMTP the user/pass should be the 
same as your POP3. No special ports or special config is required as 
most PC email client have such dialog boxes to input this type info.
