I've been able to roam on 850 in W TX on CellularOne (Western Wireless) but they have been actively working to expand 1900 in the same areas so more and more the coverage is the same regardless of band.
Even in the more remote areas of Southern NM and Arizona (along I-10) are now covered by 1900 by AT&T/Cingular and you can roam. We just drove this area the last couple of days and were presently surprised to not even see gaps in coverage as the T-mobile website would make it appear.
