I think the way it works is if you qualify for SmartAccess you pay a non refuncable fee of $75 up front and you can get service without having to pay a large deposit of $500 or so. With SmartAccess plans they specify that you can only have certain plans such as the standard 600/nw plan ($39.99) You cannot have multiple lines and some other restrictions. A T-Mobile dealer or T-Mobile itself (1-800-937-8997) can get you the specific details.
