I think it is tied to the phone number or number of the SIM. I've had lengthy conversation with Tech's in the data group, and advanced network group, and T-Mobile does not tie any service to GRPS (for things line Blackberry, IPAQ h635, and I would guess the sidekick). I believe that their provisioning system is tied to the phone number and SIM information that is available when the SIM is in a phone active on their network.
