I think it is tied to the phone number or number of the SIM.  

I've had lengthy conversation with Tech's in the data group, and advanced
network group, and T-Mobile does not tie any service to GRPS (for things
line Blackberry, IPAQ h635, and I would guess the sidekick).  I believe that
their provisioning system is tied to the phone number and SIM information
that is available when the SIM is in a phone active on their network.

Sidekicks use hiptop.t-mobile.com as their APN.  If I pop my Sidekick's SIM
into my (unlocked) SE P800 and use this APN, the handset appears not to be
able to logon to GPRS service.

I've previously used TM's GPRS service (via the internet1 and internet2
APNs) with no problem.
