If it bills as TMobile to TMobile on your bill, it shoudl not charge
agaisnt minutes...

If you set to forward to your other line IF you dont or cant answer
(it tries to ring phone) then it will use (suppsoed to anyway) the 500
CF minutes first, then your reg minutes after...

If you have set to Unconditional (staright to alt number or VM) it
comes from reg minutes

SO if goes to another tmobile phone as you described it shoud charge
you minutes (either CFC minutes up to 500 if set to CFC or reg minutes
if CFU).. if is a handset, it will charge you for  the same number of
incoming minutes as applies...
