To further add to the mix there is a bug in the system that even if you are
sending the message using MMS but it only contains text only both the sender
and the receiver (on t-mobile anyway) will only be charged for a SMS. The
wife and I used to use this to our advantage back when T-Mobile had
unlimited SMS or MMS promos. The last time when we had the unlimited MMS
promo we would save a small <1k gif on our phones that we would attach to
that all our messages, so we would be billed on MMS rather than SMS, which
was a limited plan. If we forgot the small image, which we would from time
to time the message would be billed as SMS.

The messages are still delivered to the handset as a MMS so you do need the
ability to connect via GPRS/EDGE, so it doesn't work in all cases where
GPRS/EDGE roaming isn't allowed. It should be also noted that T-Mobile does
support concentrated SMS and while you should be charged for each additional
section we have never billed as such. So while a SMS may be long enough to
be 3 parts it's only ever shown up on our bill as a single message.
