You have to call T-mobile and say that you are traveling overseas and want to use a local SIM card. Unless you give this reason, they will not unlock a monthly-plan phone.

Things may have changed in the last couple of months, but I tried to get the unlock code from T-Mobile for the 6030 and at the time I tried they could not get the code from Nokia.
