I think you answered your own question!  We can't use 'cool' stuff  
because we're relegated to whatever spectrum is available to us and  
if the spectrum we have doesn't have much in the way of compatible  
user equipment we basically get what's available for our market.   
That means for 2G voice it has to have 850/1900 and for data has to  
be 1700/2100.
