Actually, "T-Mobile-access name" just means that you're connected to that
access point. It doesn't signify whether it actually works (you might be
connected to a MAC-locked router, for example, or one whose signal strength
is actually too low to do any web browsing). Only when the UMA icon appears
are calls actually going via WiFi. Since some services block the UMA ports,
it's common some places to use WiFi for web and email but not calls.
