I noticed the same some time ago. This is a historic relict from the
early ROCK Linux days and we even have a config.in Config
option to control this. No idea why this was favored a decade
ago.

The default was changed to not suid the perl executable in
r29940.

I guess you installed a T2 7.x version and I now merged this
change into the stable branch:
