It is some weeks since I last tried it. AFAIR simply emerge the 4.3 bash, then
re-run scripts/Config, and build a package - e.g. bash again.
You will notice that the command wrapper test in the beginning will show empty
variables in the package log you build (var/adm/logs/9-$pkg.log) indicating the
wrapper environment variables are all empty:
INSERT = ''
APPEND = ''
etc.
The package build may success for some packages that do not require compiler
tweaks (e.g. for includes, like X11 or fontconfig etc.), or cross builds,
however, in any case due to empty wrapper environments the package will be
build without the CPU optimizations selected in the Config.
I hope that helps, let me know if you need more step by step commands to
reproduce.
