I just wanted to report that yesterday I encountered the same problem
with the 22.5 ISO, so thank you for pointing this out, I tried the
21.11 image and the install is working fine now!
It seems that the 22.5 installation is also missing libc and this makes
it impossible to chroot into the final system to try and fix the issue.

grub build in that iso or something.

Just don't have VMWare (or Virtualbox).
We only use Qemu ;-)
