I suppose the material is in a file on some editor's desk waiting its 
turn. If the name of the person in charge, like the Director of the 
Press or the like was known, it might be possible to jar things loose 
just by people writing to inquire about a publication date.

A standard trade book takes about 9 months from manuscript to printed 
book if everything goes according to schedule. Academic books can 
take lots longer, especially if the author is slow in making an 
index, or there are elaborate footnotes and biblio entries, or a 
prima-donna author argues with the editor about details. There is 
little profit motive to push things along, since most academic books 
are big money losers. I've edited some, so know about some of the 
problems first hand. BTW, the printing costs for the three books that 
I edited were entirely paid from external grant funds. I should add 
that, lucky for me, the authors who I dealt with were eminently 
cooperative and speedy.
