Yes, for paper drills :)

Seriously, a paper drill uses a hollow bit that has the taper on the
inside. If you are drilling a 2" stack of paper, the outside has to
be cylindrical. The drill chuck has provision for ejecting the wads
of cutouts, since they get forced up the center of the bit.
