When I visited the MoL last summer, the Medieval Curator gave me a
photocopy of an article by Frances Pritchard which discusses bone tablets
and the bone waste from making tablets, which were recovered in London.
To quote the first paragraph- (without footnotes)
"Despite a lack of tablet-woven starting borders or braids preserved from
Roman Britain (Bender Jorgensen 1992, 21), there is no doubt that they were
produced, continuing a tradition that had begun by the Iron Age (Henshall
1950, 150). The evidence for tablet weaving in London goes back to the
third quarter of the first century AD, that is to period shortly after its
foundation as a town. A bone tablet, 32mm x 35 mm, heavily worn round each
of its four holes, was recovered from a deposit of this date at a building
in Fenchurch Street, which was situated south east of the forum, beside the
main Roman east-west road (Fig !; Groves 1984), 14). A pair of triangular
bone tablets from the Bank of England site have, in addition, been
published by John Peter Wild (Wild 1970, 140, fig 63, table O). They are
highly polished, with an even thickness of 1 mm and, initially, the size of
the holes was only 1 mm in diameter (Fig 2). It is clear from the wear
patterns that both the square and triangular tablets were used for weaving."

The article continues to examine bone waste from tablet making and
unfinished triangular tablets.
I don't know what period of Roman history your contact is looking into, but
perhaps this will at least help in the question of evidence of tablet
weaving in the Roman period in England. It may also help with the planning
of the project, if its decided to go ahead - I have seen the tablets and
the holes are very small, even on the square tablet, which could help to
decide what type of thread to use initially, and of course, using
triangular tablets for the project.
