When I make tablets out of paying cards I cut the cards individually
into squares and then clamp the whole pack together with a piece of
plywood the same size at each end.  I use an electric drill on a stand
to make the holes.  The heat of the drill melts the plastic coating so
you have to pull the cards apart after but it gives a good smooth hole.
You can place the holes as far in as you want.
