You might take a look at Nancy Spies's "Ecclesiatical Pomp & Aristocratic Circumstance." Nancy states, "The earliest example of what could be tablet weaving was found in Sassodi Furbara, north of present-day Rome, and dates to the eighth century B.C.E." p. 1, citing Lise Bender Jorgensen, "North European Textiles until A.D. 100," Arhus, Denmark: Arhus University Press, 1992), pp. 105-106.
Nancy also points out that trade among the North Sea lands was well developed by the very early C.E., and that it's likely that tablet weaving techniques and tablet woven bands were among the skills and items traded. While Nancy's focus is specifically on brocaded TW bands, her historical chapters are probably worth your time to read.
And I assume you've mined Peter's TTW for its many wonderful historical gems as well.
