So access=* means "all transport modes have access * [by default]", and *=official means "The way is dedicated to travel via *", so access=official means "the way is dedicated to travel via all transport modes". It may sound like "access=official" means "official access only", but any programs which have encoded access=* and *=official will be completely confused by such a designation.
