Again I agree.

access=destination means you can get a traffic ticket for disobedience
(or whatever the equivalent is in your jurisdiction).

If you want to tag "officially discouraged" some other way, that's
fine.  But some people are going to want to know where they're legally
allowed to ride their bike, not where they are officially encouraged
to ride.
