In this case I suggest the combination of access and parking keys like amenity = parking parking = carpool access = carpooling Because, this is a parking, and it is used by carpoolers, and it is restricted to them. Lots of parking used by carpoolers are not in limited acces nor designated to them, it is just an extra for the initial parking.
