To me this would be something different: I would assume that a permit
is some document expressing permission. For something tagged with
access=permit I would assume you need an permit to access - this would
be more like access=private. So something like "tolerated" would also
be more intutive for me.

which is something that you do need an actual permit to access (on a
horse) I left the horse access as "permissive" but added a note against
it. I'm not sure that "access=permit" without some sort of note would
make it clear (even to a native English speaker).
