Basically such 'old style' junction called "rond-point" shouldn't be tagged with junction=roundabout ([1]). By chance, we only have very few of them (different priority/right of way), mostly in Paris. Only signed roundabouts (called "carrefour giratoire")(yield [2]) should be tagged as such ([2]).
