The last two weekends I drove on the A9 and S6 in Austria. The electronic speed signs there are used mainly to lower the speed limit in case of bad weather. But no matter what the reason for the variable speed limit is: I don't think it belongs directly in the maxspeed-tag, but instead in a (sub-)tag.
