I just read the site relation page http://wiki.openstreetmap.org/wiki/Relations/Proposed/Site . And as I see it it states clearly "However, this relation is not to be used in simple cases. If all the elements contained within an area (the perimeter) belong to the site, and no elements of the site exist outside the area, then it is inappropriate to use this relation. Simply tag the perimeter with all the appropriate tags, and implementations can perform an is-in-polygon test to determine what elements belong to the site." And I the cases I have seen there area is a simple area that includes the terminal/clubhouses and so on..
