Hi, I would warn the list about a little adding to the proposal : neutral distribution.
The neutral is often missing from main lines of a power grid since it would be expensive to make it continuous between plants and consumer. Earth is doing a better job. Such a conductor is installed between last transformer and consumers as explained. Thus, voltage declaration will be impacted : when an AC line has a neutral conductor, voltage is given between this conductor and phases. Otherwise, voltage is as usual given between 2 phases. Example : In France, national transit is done at 400/225 kV, it's between 2 phases because there's no neutral conductor at such a global level. Whereas domestic consumption is done with 220 V and it's between neutral and phases. Between phases we have 400 V but voltage will have 220 V as a value here. Don't hesitate to criticize voltage refining with high, medium and low values on talk page. Except those details points, proposal sounds complete to me.
