Hi Alv, As explained in proposal, it aims to match IEC definitions prior to be like in some mappers' mind. If it's well detailed, it will be understood by a large amount of people.
As written in def 601-03-03, a power line is an arrangement of conductors designed to transfer electricity between sources and loads. http://www.electropedia.org/iev/iev.nsf/display?openform&ievref=601-03-03 Thus, it can be overground, underground or whatever it's always a power line and should be identified by power=line. Many other well-used tags are here to give more information. I've understood your point of view, nevertheless I won't change that key point of the proposal.
