To get it clear, I only use these tags as addition on highway=* tagged with lanes:-Taggingsystem. I would always use railway:forward/backward= for lanes:forward/backward=1 but won't insist on that one. For more than one lane in one directions I use railway:lanes:forward/backward=* as I already mentioned above this is not only tram specific. train or tram are access tags which I only use if I need them usually only in cases of access=no or access:lanes:forward/backward=no|no|yes or similar.
