I've created a draft proposal for a relation of area steps ...

It comes from discussions here, on tagging group, for a large area of
steps that referenced a draft proposed relationship by Dieterdresist -

is December 2009.
Dieterdresist has given permission for the split.

Where very large areas of steps exist OR large areas of steps of an non
regular area exist there tagging by a single way is a misrepresntation
of the steps on the map. they need to be mapped as an area. Using a
simple area tag looses the direction of upwards (or downwards if you
prefer) so a relationship is used.

I'm hoping to get this up for voting ... in a timely manner .. So ...
Any obvious errors? As the proposal has been around for quite a while ..
are there any objections to a timetable of;
Say 4 weeks in comments?
Say 3 weeks minimum in voting?
