Where very large areas of steps exist OR large areas of steps of
an non regular area exist there tagging by a single way is a
misrepresntation of the steps on the map. they need to be mapped
as an area. Using a simple area tag looses the direction of
upwards (or downwards if you prefer) so a relationship is used.
